Department Information This position is open to current Colorado residents only. Colorado Benefits Enrollment And Eligibility Systems (CoBEES) The Colorado Benefits Eligibility and Enrollment Systems team (CoBEES) manages the portfolio of technology solutions that is used to deliver access to critical health and human services programs for the people of Colorado, including food, cash, and medical assistance benefits. Colorado is state-supervised, county-administered, with 64 counties responsible for connecting people to programs. The current portfolio includes the Colorado Benefits Management System (CBMS) used by counties and medical assistance sites for integrated eligibility and enrollment to process applications, changes, and renewals; the Program Eligibility and Application Kit (PEAK) public-facing website and PEAKPro assister tool; and the Joint Agency Interoperability Program (JAI) connecting case systems and counties. CoBEES is also embarking on an ambitious effort to reimagine and replace its legacy systems to deliver a more integrated experience: streamlined workflows that reduce duplicative data entry, coordinated cross-program service delivery, and “whole family” support that simultaneously serves children and the adults in their lives. The Business Readiness and Communications (BRC) team is part of the CoBEES team. The BRC team works with stakeholders throughout CBMS to identify planned changes to the system and organization, assess the impact that these changes will have on CBMS stakeholders and end-users, and design and implement change management activities to ensure that CBMS stakeholders are able to effectively prepare for and adjust to changes in the CBMS system

What You Will Be Doing This position supports the development and delivery of Colorado Benefits Management System (CBMS) navigational documentation, online help articles, and change management support to the counties. This position creates clear, concise, and helpful documentation from the technical project lifecycle documentation for counties and eligibility sites. This role also assists with the development, continual improvement, and maintenance of CBMS Online Help (OLH) documentation.

Primary Job Duties Online Help (OLH) System Development and Maintenance - Write new, high-quality CBMS Online Help (OLH) articles and update current articles, based on CBMS project requirements. Interact with program areas, CBMS end users, and vendors to capture project project information to create OLH articles. Publish new or updated OLH articles to CBMS production and test environments. Review, edit, and proofread content for OLH articles. Utilize HyperText Markup Language (HTML) conversion tools.

Change Management Assistance - Identify and coordinate with county contacts, Medical Assistance (MA) and Eligibility Application Partner (EAP) sites, Program area SMEs, and stakeholders to schedule support visits/meetings to navigate the County Dashboards, CBMS Community, Online Help, and EDMS, and communication activities. Visit counties to help users understand what changes to expect in CBMS, PEAK, Intelligent Character Recognition (ICR), and the Unified County System (UCS). Plan and develop change management strategies based on system changes for stakeholders. Evaluate and ensure user readiness for all system changes. Identify and manage anticipated and persistent resistance to changes being implemented in CBMS, PEAK, CR, and the UCS.

Other Duties As Assigned - Review CBMS communications for grammar, spelling, and content sent to the CBMS users. Assist with the CBMS Liaison inbox, along with other BRC- related tasks when resources are limited.

M Inimum Qualifications Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights Years Of Experience Six (6) years of relevant experience in technical writing, systems documentation, change management, systems implementation, business analysis, content management, or a related field, preferably including working in Agile and Waterfall environments. Two (2) years of the experience must include working in CBMS and/or PEAK.
