Position Summary

The Application Developer will support the design, development, implementation, and ongoing maintenance of software solutions for the Paperless Office System (POS) project. This position provides technical contribution across database development, full-stack application programming, and cloud-based solution architecture.

Depending on project assignment, the Application Developer may focus on Oracle database development and backend programming, full-stack .NET/Angular application development with AWS cloud integration, or Angular/.NET Core development with Microsoft Azure platform services. The position will collaborate with developers, QA staff, database teams, and other stakeholders to build secure, scalable, and maintainable software.

Essential Duties and Responsibilities

• Design, develop, test, and implement application software supporting the Paperless Office System (POS) project.
• Lead the design of program specifications and the implementation of software solutions.
• Develop and maintain technical and user documentation, including specifications, diagrams, and conversion records.
• Work with data structures, data manipulation, and database design across assigned systems.
• Support software conversions and operate across varied environments, including mainframe, mid-range, personal computers, and laptops.
• Participate across the full Software Development Life Cycle (SDLC), including design, development, testing, deployment, support, maintenance, and enhancements.
• Collaborate with QA, database, and cross-functional teams, including conducting technical walkthroughs where applicable.
• Support performance tuning, automation, and reporting needs for assigned applications and databases.

Required Qualifications

Candidates must have demonstrated professional experience within the technical area applicable to their assigned Application Developer position.

Database & Backend Development

Applicable experience may include:

• Oracle 19c, including developing and debugging stored procedures
• Oracle bulk record processing, Oracle Scheduler automation, and Oracle AWR reports/execution plans
• SQL Server database usage
• Relational database development, including complex queries, constraints, indexes, views, packages, stored procedures, triggers, cursors, and functions (TOAD, PL/SQL Developer)
• Entity Framework / LINQ
• NHibernate ORM, including session/transaction management and HQL/Criteria queries

Application & Software Development

Applicable experience may include:

• Angular (2.0–18) and AngularJS front-end development, including TypeScript
• .NET Core, .NET Framework, VB.NET, ASP.NET, ADO.NET, C#, and VB6
• MVC, WebAPI, WCF, Web Services, SOAP, WSDL, XML, and XSLT
• HTML5, CSS, JavaScript, jQuery, AJAX, JSON, and Bootstrap
• SSIS/SSRS/SSAS for ETL and reporting
• Telerik UI / Kendo Grid for interactive UI components

Cloud, DevOps & Platform

Applicable experience may include:

• Amazon Web Services (AWS), including API Gateway, RDS, Cognito, S3, Lambda, CloudFormation, CodePipeline, CodeCommit, and CodeBuild
• Microsoft Azure platform services
• Microservices architecture using .NET Core, C#, and REST APIs
• Windows Services development for automated tasks and processes
• PowerShell / batch scripting

Minimum Experience

Minimum experience requirements vary by position:

Position 107 – Application Developer 1: Minimum of four (4) years of relevant experience, with an emphasis on Oracle database development, stored procedure design, and backend web application programming.

Position 108 – Application Developer 2: Minimum of four (4) years of relevant experience, with an emphasis on .NET/Angular full-stack development, cloud-based solution architecture on AWS, and enterprise application design.

Position 109 – Application Developer 3: Minimum of six (6) years of relevant experience, with an emphasis on Angular and .NET Core development, Microsoft Azure platform services, and reporting/automation.
