🎯 Ideal Candidate

The best candidate is a mid-level Data Analyst/BI Developer with 2–4 years of experience , strong SQL/DB2 skills, and hands-on Cognos BI/reporting experience .

They should be comfortable working with data models, Data Marts/Data Warehouses, dashboards, ad-hoc reporting, ETL/data integration, complex SQL/SQL PL, and data analysis . Healthcare experience and NYSOH/state-government experience would make the candidate even stronger.

Important: I would not submit a candidate with 6+ years of experience because the requirement specifically says no more than 5 years will be accepted . I would also avoid candidates without strong Cognos + DB2 + SQL experience.

📋 Job Description Data Analyst / BI Developer The Data Analyst/BI Developer will join a dynamic Business Intelligence and Data Visualization team supporting the New York State of Health (NYSoH) Health Benefit Exchange. The consultant will analyze data, develop BI solutions, create reports and dashboards, and translate business requirements into technical solutions that support state and federal agency needs.

The role will involve developing and maintaining BI reports, dashboards, data models, Data Mart/Data Warehouse solutions, and ad-hoc reporting. The candidate will work with SQL, IBM DB2, SQL PL/PL/SQL, Cognos Analytics, ETL processes, data visualization, and database environments .

Responsibilities include analyzing business data to identify patterns and anomalies, ensuring data quality and integrity, developing reusable reporting templates, supporting automation and continuous improvement, and collaborating with functional teams to understand business requirements.

The candidate will also support data exchange and integration requirements, work with upstream and downstream enterprise applications, and apply knowledge of relational, dimensional, star, and snowflake data models .

Strong communication, documentation, analytical, organizational, and problem-solving skills are required. Experience with IBM Cognos Analytics 12.1.0 or higher , DB2, complex SQL/SQL PL, and healthcare environments is highly desirable.
