Azure Backend Developer – SCIM Provisioning / Identity Integration

Our client is seeking an experienced Azure Backend Developer to design and develop enterprise identity integration solutions that automate user lifecycle management across multiple cloud and enterprise applications.

The successful consultant will build scalable backend services responsible for provisioning, updating, and de-provisioning user accounts using SCIM 2.0 , Microsoft Entra ID, Microsoft Graph API, and modern Azure integration services.

Duration: 6 months

Location: mainly remote, occasional client visit in Toronto

Responsibilities

• Design and develop backend services supporting enterprise identity lifecycle management.
• Implement SCIM 2.0 provisioning and de-provisioning across multiple enterprise applications.
• Develop integrations between Microsoft Entra ID and SaaS/on-premise platforms.
• Build REST APIs and Azure-based integration services.
• Develop automated onboarding, role changes, and offboarding workflows.
• Integrate enterprise applications using SCIM, REST APIs, Microsoft Graph, webhooks, and event-driven architectures.
• Configure and troubleshoot user provisioning, synchronization, and identity federation.
• Collaborate with security, infrastructure, HR, and application teams to implement identity solutions.
• Develop reusable integration components and APIs.
• Produce technical documentation and participate in architecture reviews.
• Support testing, deployment, and production troubleshooting.

Required Experience

• 5+ years of backend development using C#/.NET on Microsoft Azure.
• Strong hands-on experience implementing SCIM 2.0 provisioning .
• Experience with Microsoft Entra ID (Azure AD) provisioning and identity management.
• Strong knowledge of identity lifecycle management and user provisioning.
• Experience integrating multiple SaaS and enterprise applications.
• Experience developing REST APIs and microservices.
• Experience with Microsoft Graph API.
• Experience with Azure Functions, Logic Apps, API Management, App Services, or Azure Integration Services.
• Strong understanding of:
• OAuth 2.0
• OpenID Connect
• SAML
• RBAC
• Identity Governance
• Experience with Azure DevOps and CI/CD pipelines

Nice to Have

• Experience integrating HRIS platforms such as Workday, SAP SuccessFactors, Oracle HCM, or UKG.
• Experience with SailPoint, Okta, Ping Identity, Saviynt, or similar IAM platforms.
• Experience with Microsoft Power Platform.
• Experience with event-driven architectures and Azure Event Grid or Service Bus.
• Microsoft Azure certifications.
• Experience in enterprise or regulated environments.
