Role: Consulting Full-Stack / Data Pipeline Engineer

About the Project: NeoHealthcare transforms complex public records and civic datasets (multi-hundred-page government budgets, municipal metrics, public school finance, and federal/state APIs) into structured, 100% verifiable data and public-facing analytical dashboards. Every published figure strictly traces back to an exact page in a public document.

We are seeking an experienced Full-Stack / Data Pipeline Engineer to transition our current single-laptop, hand-run prototype setup into a hardened, hosted, reproducible data and API backend that powers our front-end visualizations and dashboards.

Key Responsibilities: Codebase Hardening & DevOps:

Migrate disjoint local codebases into a centralized, private Git remote with pinned environments (virtualenvs/Docker) and CI/CD pipelines. Implement automated backups and robust secrets management (replaces manual shell exports and local credential files). Build automated regression, reconciliation, and assertion test suites (verifying hundreds of natural-key rules and schema validations on every build).
2. ETL & Warehouse Pipeline Engineering: Transition 50+ local extraction scripts (Python, PyMuPDF, DuckDB) into reliable, programmatic ETL/ELT pipelines. Ingest multi-hundred-page structured and unstructured PDF budget books using document parsing and OCR, ensuring 100% deterministic calculations without hallucination or interpolation. Automate annual budget cycles (loading proposed and adopted budgets, managing data versions, and freezing baselines). Consolidate disparate data pipelines across county budgets, municipal scorecards, and public school finance into clean, unified schemas.
3. Database Architecture & API Delivery: Model, maintain, and optimize production schemas in PostgreSQL / Supabase (Postgres 17). Harden the publishing workflow (staged transactions, parity checks, zero-downtime swaps). Enable and secure public read paths via Supabase Data APIs to feed dynamic front-ends, charts (Flourish, Datawrapper), and web embeds directly.
4. API Harvesting & Scheduled Workflows: Automate external data ingestion across 16+ federal and civic APIs (including Census, BLS, FRED, FBI). Implement scheduled background refresh jobs with automated validation, anomaly detection, and failure alerting.
Required Qualifications & Technical Skills:
3+ years of professional backend / data engineering experience building production ETL pipelines.
Python Mastery: Deep expertise with Python (pandas, PyMuPDF/pdfplumber, psycopg2, automated testing).
Database Expertise: Advanced relational database skills in PostgreSQL and modern analytical engines (DuckDB, Supabase).
Data Integrity Focus: Proven track record with data validation, schema design, reconciliation checks, and deterministic data modeling.
API & Cloud Architecture: Experience designing RESTful APIs and working with cloud infrastructure, scheduled cron/workers, and containerization (Docker).
DevOps Fundamentals: Git hygiene, CI/CD workflow automation (GitHub Actions/GitLab CI), and secrets management.
Good to Have:
Experience with OCR / Document Intelligence extraction engines.
Experience connecting databases to front-end data visualization tools (Flourish, Datawrapper, Chart.js, iframe embeds).
