About the team

Regulatory Reform will modernise the legislative framework that underpins how we regulate nursing and midwifery professionals across the UK. The programme will help create a more flexible, effective and future-focused regulatory model, enabling us to respond more quickly to the changing needs of the professions, the health and care system, and the public we are here to protect.

The Communications and Engagement Directorate plays a critical role in ensuring colleagues, professionals, stakeholders, parliamentarians and partners understand the vision for reform, the benefits it will bring and the impact it will have on the NMC, nursing and midwifery professionals and the public.

This is a unique opportunity to play a significant role in helping to shape the story of the NMC’s regulatory reform journey.

Your role and impact

As our Senior Communications and Stakeholder Engagement Manager, you’ll lead the strategic communications and engagement activity supporting the NMC’s Regulatory Reform Programme.

Working closely with senior leaders and the programme team you’ll develop and deliver an ambitious communications and engagement strategy that builds understanding, confidence and support for regulatory reform.

You’ll be responsible for translating complex legislative and regulatory change into compelling and accessible communications, ensuring stakeholders understand why reform matters and how it will strengthen public protection, fairness, agility and regulatory effectiveness.

In this role, you will:

  • Develop and deliver a comprehensive communications and engagement strategy that supports the full lifecycle of the Regulatory Reform Programme.
  • Lead strategic engagement activity that builds understanding and support among key internal and external audiences.
  • Work closely with programme teams to identify opportunities to communicate progress, milestones and benefits throughout the reform journey.
  • Lead and coordinate a matrix team of communications and engagement professionals to deliver integrated campaigns and engagement activities.
  • Produce high-quality briefings, presentations, correspondence, stakeholder materials.
  • Along with the Executive Director of Communications and Engagement act as the strategic adviser to senior leaders on Parliamentary handling and political influencing.
  • Work with External Affairs colleagues to deliver targeted parliamentary and stakeholder engagement activity.
  • Use insight and stakeholder feedback to identify emerging risks, opportunities and concerns, ensuring these inform programme delivery and decision-making.
  • Help shape the narrative of regulatory reform and ensure the programme’s impact is effectively evaluated and communicated.

What you’ll bring

We’re looking for a strategic communications and engagement leader who thrives in complex environments and can confidently operate at a senior level and provide authoritative public affairs advice to senior leaders.

  • Significant experience leading communications and stakeholder engagement activity for complex transformation, policy, regulatory or reform programmes.
  • Experience developing and delivering integrated communications and engagement strategies that influence understanding, behaviour and support.
  • Experience working across multidisciplinary teams and leading activity through matrix structures.
  • Strong experience advising senior leaders and providing strategic counsel on high-profile or politically sensitive issues.
  • Excellent political awareness and judgement, with the ability to navigate complex stakeholder environments and identify emerging risks and opportunities.
  • Exceptional stakeholder engagement and relationship-building skills, particularly across government, parliament, regulatory bodies and the wider health and care sector.
  • Outstanding written and verbal communication skills, with the ability to explain complex issues clearly, confidently and persuasively.
  • Strong programme management, organisational and prioritisation skills, with the ability to manage multiple workstreams and deliver impactful outcomes.
