Job Description
This is a pivotal role for AT Beacon Project. As Project Manager, you will hold overall programme management responsibility for a growing community health programme reaching some of Lambeth’s most underserved residents, coordinating delivery across five neighbourhood outreach sites, a small multidisciplinary team, and a full core offer spanning health assessment, primary care navigation, behaviour change support and targeted practical support. Given the scale and complexity of the programme, and the level of accountability it carries, this role calls for a seasoned programme manager who can bring genuine rigour to budget oversight, risk management and reporting, ideally someone with a track record in a comparable role.
The role is delivery-focused and externally facing, with significant responsibility for day-to-day operations, contract and budget performance, and partner relationships. You will liaise with commissioners and system partners, monitor contract and budget performance against agreed targets, and cultivate strong working relationships with stakeholders, Integrated Neighbourhood Team leads, community leaders, local businesses, and faith-based organisations to establish meaningful partnerships and support the effective delivery of operations.
Key Responsibilities

- Oversee delivery of regular wellbeing drop-in sessions and targeted outreach in high-footfall and trusted community settings.
Programme, Contract & Budget Management

- Maintain a benefits and outcomes register, tracking delivery against the programme’s value-for-money case, and using this evidence to inform ongoing KPI monitoring and commissioner reporting.
- Support programme leads in monitoring the programme budget and preparing budget papers and financial justification for commissioners.
- Maintain a programme risk and issue log, escalating appropriately to programme leads and the AT Beacon Management Group.
- Represent AT Beacon at scheduled monitoring and performance meetings, providing clear evidence of KPI performance, outcomes and impact.
- Prepare quarterly and end-of-project summary reports on programme delivery, KPI performance and outcomes.
Line Management
- Supervise and support delivery staff, providing guidance, induction, training, and coordination to meet targets and maintain project documentation.
- Recruit, train, and coordinate the volunteer network supporting outreach delivery.
Governance & Compliance
- Ensure outreach activity complies with AT Beacon’s policies.
- Ensure compliance with the Ascension Trust Data Protection Policy and AT Beacon Data Processing Strategy, including secure handling of any client data and adherence to UK GDPR.
Community & System Relationships
- Build and maintain relationships with PCN Leads, Integrated Neighbourhood Team leads, commissioners, faith and community partners to support aligned referral and signposting pathways.
- Explore new opportunities for outreach and partnership on the ground, in line with the programme’s aims.
- Present regular reports on project progress, outcomes and budget position to the AT Beacon Project Management Group.
- Any other relevant duties pertaining to the work of the AT Beacon Project.
Skills and Qualifications
- Programme/Project Management Experience: Minimum 3 years managing a complex, multi-stakeholder programme or project. Direct experience working within the NHS, an Integrated Care System or Primary Care Network landscape is strongly preferred; equivalent experience in public health, local authority or third sector commissioned services will also be considered.
