Oracle SOA API & Integration Developer – GO.gov / Oracle EBS

GO.gov initiative:

The GO.gov initiative is moving DOC off the old ETS2/CWTSato E2 system and onto SAP Concur, shifting integrations from SFTP XML batches to real‑time JSON APIs, with CSV SFTP files still used for initial LOA and User Profile loads. As part of this effort, the SOA/OSB developer builds and supports the middleware integrations (REST/JSON services, XML/SFTP processing, secure API gateway connections, and data mappings) needed to pass GO.gov travel and expense data to Oracle interface and base tables. On the receiving side, the Oracle EBS developer implements the financial logic and PL/SQL programs that process those transactions in EBS, including obligations, vouchers, funds checks, liquidations. CBA interfaces with EBS will be separate from Concur to process monthly vendor invoices for the Service Access Fees (SAF) and Travel Management Fees (TMC), likely via SFTP.

High Level Role Description

• Build and maintain integrations using Oracle SOA Suite and Oracle Service Bus.
• Develop and maintain REST/JSON integrations for real-time financial transactions, coordinating integration requirements with architects and SMEs to ensure compliance with federal travel and financial standards.
• Build secure API gateway logic including authentication, token exchange, TLS/mTLS transport, and error handling.
• Transform JSON payloads into open interface-ready formats following interface design data mappings.
• Assist in implementing SFTP batch interfaces for initial loads, as needed
• Develop and implement testing plans.
• Participate in the testing phase to fix any defects and performance.

Must have

• Effective communication skills (written and verbal) and comfortable presenting to Clients and large audience
