Inspire Young People. Create Opportunities. Shape Futures.
London Transport Museum is looking for an experienced and passionate Learning & Participation Senior Programme Manager to lead programmes that help young Londoners build confidence, develop skills and access meaningful career opportunities.
This is a unique opportunity to lead impactful programmes that support untapped, trailblazing and creative young people aged 16-25, particularly those who may be out of education, employment or training, helping them explore pathways into careers across the cultural sector, Transport for London and its wider supply chain.
Working at the intersection of culture, transport and social impact, you’ll lead innovative participatory programmes that create real opportunities for young people while championing inclusion, accessibility and meaningful community engagement.
About the Role
As a Senior Programme Manager, you’ll provide strategic and operational leadership across a portfolio of learning and participation programmes focused on young people’s skills, overseeing both programme delivery and a dedicated team of professionals.
You’ll work closely with young people, TfL colleagues, youth organisations, training providers, cultural partners and employers to develop programmes that inspire, engage and support young people into employment, apprenticeships and further development opportunities.
The role combines team leadership, programme management, stakeholder engagement, advocacy and fundraising, making it ideal for someone who enjoys balancing strategic thinking with hands-on delivery.
Key Responsibilities
- Lead the development, delivery and evaluation of youth engagement and participation programmes.
- Manage and develop a team, providing effective leadership, coaching and pastoral support.
- Oversee programmes that support young people into employment, training and apprenticeship opportunities.
- Build and maintain relationships with external partners, youth organisations, education providers and employers.
- Work collaboratively with colleagues across learning, participation and cultural engagement teams.
- Lead long-term programme planning and contribute to future strategy development.
- Support funding and fundraising activities, including developing partnerships and opportunities for programme growth.
- Act as an advocate for young people across the transport and cultural sectors.
- Represent the organisation through conferences, presentations, articles and sector networks.
- Ensure all programmes deliver meaningful outcomes and positive experiences for participants.
- Work alongside the Museum’s young people’s advisory board, programme participants and youth networks, ensuring young voices shape programme development.
About You
We’re looking for a values-driven leader who believes in the power of opportunity and is passionate about supporting young people to achieve their potential.
You’ll bring:
- Significant experience leading learning, participation, youth engagement or employability programmes.
- Experience managing and developing teams within a leadership role.
- Strong programme and project management skills.
- Excellent stakeholder engagement and partnership-building abilities.
